The Northwest Regional Library System serves approximately 208,000 residents of Panama City in Bay County. It maintains a collection of 326,311 volumes and circulates 305,000 items per year. The library also features a Law Library and Local History materials. It provides a Talking Book Library Service for visually impaired patrons, which allows access to talking book machines. Educational programs offered by the library include early literacy, online high school, STEAM, music instruction, computer classes, and adult English as a Second Language.
