The Stratford Branch Library serves 7,359 residents in the City of Highlands and is a part of the Harris County Public Library. The Library maintains 24,530 volumes and circulates 64,738 items per year. Stratford Branch Library was opened in 1966 and was later named in honor of Anna Stratford. It houses fiction and nonfiction collections for all ages, a CAC Reader, a Print Station, a Computer Lab, and Kurzweil Equipment for the visually impaired with Scanner. Other services include English Learning (ESL) Classes, Citizenship Classes, Proctoring for Distance Learning Exams, Scanning, and Faxing services.
