The Ruth Camp Campbell Memorial Branch of the Blackwater Regional Library serves the residents of Franklin City. The publicly funded library maintains 153,000 books and serial volumes, 36,000 electronic books, 6,000 audio, and over 17,000 videos, and circulates approximately 480,800 items per year. In addition to books, music, movies, periodicals, and digital resources, the Franklin Branch provides Drop-in Lego, Teen crafts, Computer assistance, and other literacy programs.
