The Blackwater Regional Library serves over 81,300 residents in the Counties of Isle of Wight, Southampton, Surry, and Sussex, and the independent City of Franklin. The library system comprises nine branch libraries in Carrollton, Claremont, Courtland, Franklin, Smithfield, Surry, Wakefield, Waverly, and Windsor, as well as a Bookmobile that travels through Isle of Wight, Southampton, and Sussex Counties. The system maintains a collection of 171,760 volumes and circulates approximately 461,360 items annually. It also provides book club kits, Roku, hotspots, genealogy collections, and digital items. The library offers meeting rooms, interlibrary loans, storytime events, club activities, and other library services.
