The Rebecca Caudill Public Library serves about 1,947 residents in the city of Cumberland. The library belongs to the Harlan County Public Libraries and was first opened in 1965 with funds from the State Department of Libraries and named in honor of Rebecca Caudill. The branch library offers Storytime, Lego Blocks, Women's Club, and the Chambers of Commerce programs.
