The Lucien E. Blackwell West Philadelphia Regional Library serves the residents in Cedar Park, Walnut Hill, West Market, Mill Creek, Dunlap, and West Park areas of Philadelphia. The library was established as the West Philadelphia Regional Library in 1976 and renamed in honor of a former congressman, Lucien Blackwell, in 2004. It is one of the locations of the Free Library of Philadelphia, which maintains 2.8 million volumes and circulates 7.5 million items per year. In addition to a computer lab, public computers, ZoomText keyboards, print, copy, and scan devices, a children's area, and other facilities, the publicly funded branch library offers book clubs, drawing clubs, animation workshops, health & wellness talks, and computer training for beginners.
